This report describes a proposal for a "mobility management framework", a structure in which to build rational categories of measures in the field of mobility management. The specific point at which each measure engages with individual behaviour is at the centre of this framework: which choice and whose individual choice do I want to influence and which measure should I therefore take? The time horizon of choice occupies a key position in the framework - influencing day-to-day choices requires quite different types of measures than less frequent choices. In fact, because of their longer "effective duration", less frequent choices impact more frequent ones. For instance, an individual's choice of transport mode is dictated by the preconditions of the transport options, i.e. the availability of one or more cars or bicycles, and this availability is set over a long period. Surprisingly, mobility policies that directly impact individual choices with a medium-range time horizon (1-5 years), such as the possession of a car and the choice of home and work place, are seldom developed. Based on this framework, a first move has now been made towards devising a step-by-step, problem-to-solution plan: "mobility management architecture". In order to design potentially successful measures, it is essential to ensure that they are translated from the government setting or that a private party (e.g. an employer) to that of the citizen, and back again.
