A decisive road safety policy in PVVP's en RVVP's. In Provincial and Regional Traffic and Transport Plans (PVVPs and RVVPs), the road safety (among other matters) of provinces and regions within provinces is established. This study examines the factors in policy making that ensure a decisive road safety policy. A decisive policy is an effective, efficient, and ambitious one. The four factors that appear to be important are: participation of many parties involved in the decision shaping, early negotiating with opponents of road safety measures, actively involving support for road safety interests (such as Provincial Road Safety Boards) during the policy fixing, and delegating a third party to organize the decision making.
