Samenvatting

Late 1999 the Automatic Enforcement System of the SWISS EFC project "LSVA" was tendered out, in the years 2000 and 2001 a pilot station was realized and tested extensively. In 2002 the country-wide rollout has commenced, to be finalized with some 20 stations (covering about 40 free flow lanes in total) in 2003. This paper describes the technologies used for: (1) detection of vehicles; (2) classification of vehicles; (3) image capturing; (4) automatic license plate reading; (5) DSRC communication; and (6) computer subsystems & data transfer. After describing system and subsystem functionality, it focuses on the Automatic License Plate Reading (ALPR) Systems under evaluation and compares a daylight with an infrared light based system. Finally it provides detailed figures of the performance achieved on system and subsystem level.
