This report describes the results of a study into the effect the level of the law enforcement activities of the Road Traffic Authority's aerial patrol has on vehicle speeds. The research was designed as a before-after study using three experimental sites and one control site. The removal of the aerial patrol from one site resulted in an additional 6.1% of the motor car drivers and 6.2% of truck drivers exceeding the speed limits. Increasing the level of enforcement decreased the percentage of truck drivers exceeding the speed limit, however the effect on motor car drivers was not as clear. The study results suggest that the aerial patrol should not concentrate for lengthy periods on a limited area to the exclusion of the remainder of the state.
