The study of the effect of flashing devices was initiated in an attempt to define the intersection characteristics related to a reduction in the accident rate. These relationships, expressed in quantitative rate. These relationships, expressed in quantitative terms, provide a basis for recommending warrants for the extension of the use of flashing devices, The identification of pertinent factors which influence the probability of successfully reducing the accident rate at specific locations was conducted in two parts. The initial phase involved an empirical study of the accident history at intersections throughout Ohio. The second part of the study was a simulator study of the relative conspicuity of various flasher types.
