As the theme for discussion is the effect of roadside development and design features on the quality of service given by all-purpose rural roads, it is necessary to distinguish clearly between these roads and the urban road network. The American Highway Capacity Manual classes as coming within the definition of urban or suburban those roads having: (1) intersection signalization at an average spacing of 1 mile (1.600m.) or 2 speed limits of 35 m.p.h. (56 km/h) or less due to extensive roadside development.
