The accident risk of novice drivers (novice car drivers and young (low speed) moped riders) is disproportionately high. Over the past 15 years, there has been a considerable reduction in the accident risk of nearly all road user groups. Despite measures to improve the driving test and the introduction of the moped certificate, the accident risk of both 18 to 25 year-old car drivers and young moper riders has been practically the same over the past 15 years. In order to realise the national target of 25% reduction in the number of fatalities in 2010, it is necessary to have effective measures by which the accident risk of novice drivers will reduce drastically. In order to realise this, the Dutch Directorate-General of Passenger Transport (DGP) has developed a coherent package of policy measures known as "Plan 17". The question now is which road safety benefits will be provided by this package of measures. Of course, it is also relevant to know what its costs will be. This report, however, limits itself to the road safety aspects.
