This report is the second part of a study aimed at developing a strategy for a longe range plan for the Regional Organization for Road Safety in the Dutch province of Overijssel (ROVO). The report indicates how the ROVO can make its strategy concrete. Therefore, the report uses both the preventative approach, and an examination of the areas of concern. The preventative approach creates conditions for safe traffic behaviour. The areas of concern include: (i) 80 km/h and 50 km/h speed limit roads; (ii) cyclists; (iii) speeding; (iv) motorised two-wheelers; (v) inexperienced road users, particularly young male drivers; (vi) drinking and driving; and (vii) safety systems. The approach to the areas of concern is realised through preventative measures. The strategy can be summarised as follows: (1) A reduction in the mobility growth would benefit to all areas of concern. In addition, road safety policy should attempt to influence the chosen transport mode; (2) The road network must be classified. The aim is to separate through, distributor, and access traffic; (3) Safe traffic behaviour should be elicited automatically through a mutual coordination of road design, vehicular facilities, and education; and (4) it is necessary to change the existing undesirable road users' behaviour, and to encourage the required behaviour.
