The effectiveness of increased police enforcement as a general deterrent.

The experiment described was directed at seat belt offenders (non- use). It consisted of a media campaign in a first phase, and a second phase of increased enforcement activity by police. Results show that an increased threat of legal punishment, albeit a relatively small fine, reduced the number of customary offenders by a half.
