The Public Transportation Priority System (PTPS) has been used on a 5.7km arterial roadway section in Sapporo City since April 1996. The primary purpose of the present study was to evaluate the effects of the PTPS and the reserved bus lane on delay and accuracy of travel times during highly congested periods. Travelling speeds and stopping times at bus stops were measures over a one-week period in September 1996. The PTPS and reserved bus lane were effective for reducing delays and for maintaining accuracy of travelling time. However, the results showed that there was no clear effect of the PTPS on travelling time. Stopping time at bus stops had a greater effect than travelling speed on travelling time. Therefore, the authors consider countermeasures to control not only travelling speed, but also stopping time at bus stops. (A)
