Public transport in Helsinki, Finland is well developed. Helsinki City Transport (HKL) is responsible for planning, organising, financing and the provision of public transport by buses, trams and the metro with the city. HKL's strategy for developing public transport services in 2004-2012 to ensure continued good transport is discussed. The strategy is built around seven interrelated visions. These are the customer, transport, sustainable development, personnel, producer, economic and client visions. The most important causal factors relate to implementation of the customer and personnel visions and the most important effect factors relate to implementation of the customer, sustainable development and economic visions. The results of a causal analysis are presented.
