Malaysia has one of the most numbers of toll highway concessions in the world. Presently, there are 24 concession companies, with 14 of them in operation, mostly in the densely populated Klang Valley region. The proliferation of toll concession companies by itself is not an issue. The introduction of different incompatible ETC systems will be unacceptable to the motoring public, as it would negate the ETC benefits. There were efforts by the government to set up a central tolling agency/clearing house to collect tolls on behalf of all the toll concession companies using a common ETC system. However, the concession companies have yet to reach a consensus amongst themselves on a common ETC standard for national wide application and the situation might hinder ETC deployment progress. The paper also gives an insight into the experiences of ETC deployments in Malaysia.
