Companies within the Dura Vermeer Group regularly tender on large public-private-partnership infrastructure projects in the Netherlands. Added value in these projects is found in public applications and private services to the user of infrastructure. For this purpose Dura Vermeer developed an open Electronic Vehicle Identification (EVI) platform based on Kapsch Telecom technology. The development of the EVI platform is done in consultation with the Dutch Ministry of Transport (Rijkswaterstaat), the Department of Road Transport - Vehicle Technology and Information Centre - and the Dutch National Police Agency. The system is made up out of an On Board Unit (OBU) to include a Vehicle Identification Number (VIN) communicating with a Road Side Unit (RSU) using a standardised and interoperable Dedicated Short Range Communication (DSRC) protocol. Besides the VIN, vehicle registration data such as the license plate number, weight, classification, vehicle type, colour, and number of axles can be stored in a temper proof environment. The in-car EVI platform enables the palette of public applications and private services necessary to build and operate roads in a public-private partnership contract. Income should not only be generated by fee, but also by services.
