Alberta Transportation & Utilities implemented its first trial asphalt concrete paving project using End Product Specifications (EPS) in 1986. The number of projects tendered under EPS increased over an 8 year period as the department and contractors became familiar with this type of specification. Over 130 paving projects were constructed between 1986 and 1993. All paving projects tendered by Alberta Transportation & Utilities in 1993 used EPS. This paper describes the development of the end product attributes and pay factors used, as well as materials supply, mix design and QC/QA requirements. The paper discusses the impacts of the successful implementation of EPS on: the quality of construction, the department, the contractors, the consultants, the materials suppliers, the bid prices, and the payment to contractors.
