Congestion charging is an established road traffic demand management option, in terms of transport telematics technology. Authorities generally consider this option only on economic and operational criteria. This paper argues that public acceptability, which is essential for the successful implementation of congestion charging, could be enhanced by assessment and appreciation of the potential energy savings and environmental benefits. The methodology and some interim findings of a relevant project in the EU SAVE programme are presented. (A)
