Enforcement in electronic fee collection : the German way.

The existing Euro-Vignette charging system for heavy goods vehicles using motorways has been found inefficient in reaching the principle of territoriality in Germany. The Federal Ministry of Transport is planning to migrate to a distance-related tolling system using automatic means to the greatest possible extent. To cope with non-equipped users, which will appear anyway, the electronic fee collection on the road will be accompanied by a booking system with a central data base. This "Dual Charging System" will be connected to an automatic enforcement system on the basis of a "white-list" containing data about payment made for the use of the motorway. To be able to implement such a system, a step-by-step approach including concept design, specification of components, technology, testing, legislation and international negotiations is considered.
