Samenvatting
This paper is intended to stimulate discussion about human factors which could lessen the effectiveness of physical changes to roads in reducing collisions. Examples and supporting data are given about area- wide effects, "accident migration" and other phenomena. It is suggested that more emphasis on relating enforcement and engineering to driver characteristics could be beneficial.
