Compared with the freeways or expressways, many conventional roads in developing countries face difficulties to provide a safe and efficient transportation service because of the limits of road facilities, power supplies and detection devices, etc. The main reason of this situation is lack of funds. The aim of the study was to create a process of setting up a basic Advanced Traveler Information System (ATIS) for these kind of roads to provide traffic information at low cost. In this paper, the steps of establishing a low cost ATIS for the Nanjing-Zhenjiang-Changzhou-Wuxi-Suzhou (NZCWS) road, which is part of 312 National Road in China, were proposed.
