This paper introduces the DGVII-funded MINIMISE project. The overall objective of MINIMISE (Managing INteroperability by IMprovements In transport System organisation in Europe) is to analyse European transport systems and to design specific measures to promote interoperability and economic efficiency in the emerging trans-European networks. The key issue is to understand more clearly the policies required to promote interoperability by encompassing all the integral elements of a transport system. The project relies upon a coherent analytical framework to analyse the interrelationships between market structure, system organisation and system capacity. The paper presents work completed with respect to the development of a clearer understanding of interoperability and the key impediments to achieving interoperability in transport systems. (A)
