In the Netherlands there are more than a million handicapped persons. In 972, 356000 of them were not able to use public transport without the help of others and 140000 could not use it at all. Among them were 40000 wheelchair owners. They now use the ALTEV (alternative transportation for handicapped people in the netherlands) transportation system. According to the AAW (law on provisions for people unable to work) handicapped people can use this type of transportation or get other means of transportation free. Cars are adapted to their needs; their licenses are marked "restraint". It is found to be very hard to decide who of the handicapped people should be given a driver's licence and who is to be judged completely unable to drive because of mental or physical handicaps.
