Infrastructure policy is regarded as consisting of strategic and tactical elements. In the example of the Netherlands it is not clear why the approval for the development plan of Schiphol Airport must be linked with the diversion of travellers from air to rail between France and the Netherlands. It could be reasonable to create Federal Districts in order to keep vital infrastructural developments away from local or regional short sighted approval.
