Samenvatting
Three normative questions are raised in considering the implementation of the structural outline plan for traffic and transport of the Dutch government. The questions stated regard medium to long term planning of the central, regional and local governments and the planning of public transport undertakings. The second question refers to the actual realization of plans by governments and public transport undertakings. The last discusses the discrepancies between private and public interests in the course of realizing plans.
