Environmental approach to urban freeway development : Highway 416 - case study.

After a lengthy planning study, the Ontario Ministry of Transportation received Environmental Assessment (EA) Approval to construct Highway 416. This facility is a new four lane freeway that will serve the National Capital Region from the south and is presently being constructed through a rural and semi-urban landscape. This approval contains many conditions that the ministry must satisfy primarily dealing with mitigation of environmental and social impacts. This paper details the technical complications and outlines the public consultation process and other measures developed to bring this complex and sensitive project to a successful conclusion. (A)
