Samenvatting

The paper examines the procedures that have been developed to assess the environmental impact of new developments in Europe, with particular reference to procedures for integrating environmental considerations into highway planning. The paper is principally a review of the main European EIA developments, presenting a structured analysis of EIA in eight countries. However, it also examines the underlying differences between the United States and European approaches and examines the effectiveness of the procedures in achieving the objective of integrating environmental factors into the decision-making process and in satisfying the public's concerns about potential impacts.
