There is a global shift toward the development of operating systems that incorporate quality with environmental and safety requirements to ensure "best practice" business systems. Environmental and safety management are seen as integral business processes. The Queensland Department of Main Roads OpSys (Operating Systems) Program has developed a process to not only comply with environmental and safety legislation, but to also be a leading corporate citizen and embrace sustainability and "best practice" philosophy. This is currently being implemented through the development of Environmental Management Systems (EMS) within existing operating systems. This paper describes the process integrating an EMS within an existing management system and reports on the results to date. The basis of OpSys is: risk assessment and management; a combination of top-down and bottom-up change processes; and involvement of all involved staff. The "start-up" phase involves workshops with Districts and Divisions. The workshops and associated activities include process analysis, top mapping, gap/risk analysis of procedures and implementation planning to allow participants to undertake actual development, documentation and implementation of customised integrated management systems.
