The provision of incentives for early completion is an important measure for reducing construction times on federal motorways. The loss of use costs given in the current contracting guidelines HVA B-StB are out-dated and do not provide sufficient incentives for the early completion of road construction projects. Within the investigation, the loss of use costs were therefore updated and extended. The model-based analysis included the economic costs due to a change of travel times, travel time losses, traffic reliability, accident occurrence, fuel consumption and pollutant load caused by work zones. For typical work zone layouts on four-, six-, and eight-lane motorways, both daily economic costs and additional costs representing the difference between the costs with and without work zones were calculated for various scenarios. With these calculation results, the influence of decisive boundary conditions regarding the traffic demand and the capacity could be analyzed. For the development of standardized loss of use costs, reference boundary conditions covering a large share of the German motorway network were defined and the updated loss of use costs were calculated. As a result, loss of use costs depending on the average annual daily traffic (AADT) for 32 work zone layouts are provided in three tables for four-, six-, and eight-lane freeways. These values can serve as a basis for future contractual provisions of incentive and disincentive bonuses for early completion. (Author/publisher)
