A study into the concept and consequences of the development and implementation of a traffic safety plan for a small municipality (less than 20.000 inhabitants). The author describes the plan units and the study on black spots and bottle necks. The procedure is quite clear. Some recommendations are: What plan design should be aimed at and are consultants really necessary? These questions can only be answered if there is a clear picture of staff and financial possibilities and of the municipal structure. Public participation has to be useful and there should be a proper project management.
