Samenvatting
The penitentiary institutions for traffic offenders showed to be a failure. To serve sentence in these institutions make no difference with serving sentence in an ordinary jail. There is still a need for a positive influencing of traffic offenders. The punished driver self hold his problems on which no solutions can be given with the penalty system of to day.
