The Ministry of Transportation in British Columbia (BCMoT) has a long standing technical evaluation program to establish spring pavement load restrictions to mitigate pavement structure damage during the traditionally weak pavement period. Historically, pavement load carrying capacity was measured during the spring using Benkelman Beam rebound equipment. This equipment has been supplemented by the use of two Falling Weight Deflectometers (FWDs) since the early 1990s. Pavement deflection data is compared to frost depth information obtained by frost probes installed at critical locations throughout the province. Plots are prepared comparing frost depth versus pavement surface deflection and pavement subgrade soils profiles to establish load restrictions amounting to 100, 70 or 50 percent of the regularly legally posted load limits depending on the classification of the roadways.
