Knowledge of the frequency of such things as restraint use and drinking-driving in the general population of vehicle operators is necessary for the design of education and enforcement campaigns, and for the assessment of safety program effectiveness. This report presents a methodology for estimating driver population characteristics from the accident record subset of casualty producing crashes.
