This paper examines the statistics of accidents in Europe, relating them to the human-factors causes, and asks what can be done to reduce accident potential. Interventions include those in engineering, to make roads and vehicles safer; in enforcement, to tackle human error and mistakes on the road; and in education, to improve awareness, attitudes and behaviour of high-risk road users. The paper introduces the work of the TISPOL organisation. Its objectives include exchange of information, supporting road safety research, co-ordinating best practice and traffic police participation, and advising the European Commission.
