In 1993 the bicycle network of the city of Delft has been evaluated for the second time. The first time was in 1985. The evaluation concerned both bicycle use and safety, and policy issues like the effect of a once-only (huge) state grant to the municipality at the continuity of municipal bicycle policy. The results mark a clear message to urban transport and traffic policy: no shifts in modal split will be achieved due to just measures focused upon stimulating one single transport mode like in this case bicycling.
