On September 1, 1977 a modification of the Dutch Traffic regulations came into force regarding parking facilities for disabled persons. Besides the local measures a national dispensation card for parking by handicapped persons was introduced. This modification should give the optimism accessibility of the relevant destination of the disabled person, so that he can participate to social traffic without obstacles. The efficiency of this modification is evaluated in two parts.
