The city of Voorburg plans to build part of the A14 (between motorway A4 and the railroad The Hague-Amsterdam) as a tunnel, with the road surface partially at ground level. The tunnel is interrupted twice by level signalized intersections. This report investigates which safety criteria the tunnel design should meet, and to what extent the present design sufficiently fulfils the requirements. The present design does not meet all criteria due to the small length of the road section between the tunnel entrance and the intersection. For the presently proposed tunnel design, if a design speed of 70 km/h would be applied, a length of the uncovered road section between the tunnel and intersection of 160 meter would be sufficient, if both for the tunnel entrances as well as for the crossing standard design requirements are met. It is shown to what extent criteria would be less restrictive for some alternative design solutions. See also C 8157 (IRRD 890417).
