In the autumn of 1995, the nationwide `Prevent neck injury' publicity campaign commenced in the Netherlands. This campaign was designed to focus attention on the importance of the correct use of head rests by passenger car occupants in the interests of safety. This report discusses whether the campaign was effective and to what degree. To this end, an observation study along the motorway was conducted in May 1996, and also an inquiry was held among the observed drivers and front-seat passengers. The principal outcome of the study was that the actual observation of height adjustment showed a considerable improvement: from almost 40% `good' drivers in 1995 to over 60% `good' drivers in 1996. An important conclusion is that the improvement in the observed height adjustment of head rests can be attributed to the campaign conducted. A periodical repetition of the campaign activities is recommended, in view of the success of the campaign, particularly in terms of an actual behaviour change. See also C 3721 and C 3722.
