In 1994, a speed campaign was conducted on 80 km/h roads in the Noord and Midden police districts in the Dutch province of Flevoland. This campaign was held before and after the summer holidays. In the Noord district, speed enforcement was carried out by using radar and a camera exclusively, and a feedback sign given by the police radar. In the Midden district, all trespassers are stopped by the police. An information campaign for the regional press was conducted before the start and during the campaign. Speed was evaluated before and during the campaign. A survey was conducted among car drivers. The survey resulted in a more positive attitude of the respondents for the enforcement method where speeders are stopped by the police method where speeders are stopped by the police than for automatic enforcement. The percentage of speeders in the Noord district went down from 42% before the speed campaign to 35% at the end of the campaign. The percentage of speeders in the Midden district reduced from 60% to 45%. However, a remarkable difference in the speed level between the two regions and possible interactions between both enforcement methods should be taken into account. It appears from the police experiences with the campaign that the national police reorganisation was a handicap to conduct the speed campaign optimally.
