Throughout the world the implementation of intelligent transport systems (ITS) has been recognised as providing a substantial benefit to motorists and the community in general. In the context of Australia those benefits have also been recognised, particularly in the areas of safety, congestion and reduced travel times. However, these benefits will only be realised if the ITS projects can be justified and adequate funding can be provided for their implementation. Micro-simulation models provide a means through which this can be achieved; essentially by providing a reliable and practical method of evaluating ITS applications prior to their implementation. They can also dramatically lower the cost of evaluating specific ITS projects. In addition micro-simulation models allow comprehensive testing to be undertaken which removes much of the uncertainty associated with developing and implementing ITS projects.
