Evaluating the performance of EFC systems : results of the Dutch rekening rijden evaluation programme.

The Dutch Government wants to implement an EFC (Electronic Fee Collection) system on the Dutch motorways in the year 2001, with the purpose to reduce congestion. Because there were doubts about the feasibility of the Rekening Rijden requirements, the Government decided to evaluate the vendors' solutions, prior to the implementation of a system. The methodology used to perform the evaluation consists of high level modelling, validation and simulation. For the implementation of this methodology a simulation tool is developed. Five consortia were selected to participate in the evaluation programme. The final results of this programme were not yet available at the date of submission of this paper. Some preliminary results are presented from which it can be concluded that the developed evaluation methodology and simulator are valuable tools for the evaluation of EFC systems. (A)
