This study of alternatives to incarceration for impaired driving was conducted in three phases: (1) Secondary Data Collection; (2) Primary Data Collection; and (3) Analysis/Interpretation of Study Findings. Phase One included a review of available research literature, public policy and program issues of practices of alternatives to incarceration for repeat impaired driving offenders nationwide. Phase Two identified the practices currently being utilised in Wisconsin as alternatives to incarceration for repeat impaired driving offenders in these categories: Elements of the adjudication process; Penalty structure/sentencing guidelines; and County jail diversions programs. Phase Three assessed and evaluated the effectiveness of the various practices.
