Evaluation and monitoring of toll road pavements in Malaysia from an owner’s perspective.

The Malaysian Highway Authority (MHA), the government body charged with overseeing toll road operations on behalf of road users and the general community, has sought to confirm suitable KPIs for roads under its jurisdiction. This need formed part of a broader objective aimed at establishing a suitable performance monitoring and evaluation system. This paper describes links between pavement management objectives and key performance indicators, and summarises the findings and recommendations developed from a review of international practice and current practice for toll roads in Malaysia. The study concluded that two categories of indicators meet ideal requirements. These are the direct measures of pavement condition, such as roughness, rut depth and area of cracking, and measures that can be directly derived from these, particularly pavement residual life. Recommendations are given for a selection of trial pavement condition measures and criteria which define preventative, investigatory and terminal values. It is suggested that these are applied on an interim basis for reporting purposes. A proactive approach to evaluating concession management plans using the HDM-4 investment tool has also been introduced. This, along with traditional approaches, provides an expanded basis for informed discussion between the road owner and the operator.
