This paper describes a comprehensive evaluation concept for the efficiency of road safety campaigns. The aim is to provide responsible road safety workers with scientifically-based evaluation criteria and/or guidelines which help them to distinguish between promising and less promising campaigns and programmes. The description of the evaluation concept concentrates on the following aspects: (1) Systematization of the impact factors which are decisive for the success or failure of campaigns. Based on this, the relevant input variables, intervening variables and output variables will be defined; and (2) characterization of the relations between the impact factors, defined as input variables, intervening variables and output variables. This is done, on the basis of an interdisciplinary and comprehensive analysis of the international findings about the efficiency of campaigns. Finally, a practical example is presented for the evaluation of the effectiveness of road safety campaigns.
