Samenvatting

Title in English: Evaluation of the two-phase (driver )training. English abstract: As is already known trom many studies including international ones, young novice drivers have an increased risk of accident. The aim of the two-phase (driver) training that came into force in 2005 is to reduce this high accident rate among young aduits. The outcome-evaluation that was carried out focussed on this goal and checked the extent to which accidents could actually be reduced during the probationary period. The corresponding analyses empirically proved the anticipated reduction in accidents in the entire group of young novice drivers. However, the positive effects were in the area of random fluctuations when the focus was directed specifically at self-endangerment. In addition, detailed analyses reveal that the positive results are not systematically reflected across all age categories and all years of driving experience. In view of the difficult situation regarding data, the existing gaps in data and uncertainties in the modelling of general safety trends, it is recommended that the eftects identified be interpreted with caution. In addition to the accident analyses, quantitative and qualitative surveys were conducted to check on the effects at the levels of knowledge, attitude and behaviour. The survey data prove the positive effects of the threat of cancellation of the probationary licence. Meanwhile, it was not possible to prove the safety effects of the further two-phase training to the desired extent. It can be assumed that the demanding implementation is the reason for the unexpected findings. It is therefore imperative to optimise the further training courses. (Author/publisher)
