In June 1986, the Board of the Road Traffic Authority of Victoria established a Task Force to examine all aspects of speed management and to propose an overall strategy for the future. As one facet of this strategy, 110 km/h speed zones were introduced on 1 June 1987 on selected high-standard sections of urban and rural freeways and highways. This report sets out to examine changes to car and truck travel speeds before and after the speed limit was raised, in terms of average speeds, speed dispersions and the proportion of vehicles travelling at high speeds.
