In December 1996 a congestion pricing demonstration project was initiated on an eight mile reversible carpool lane on the I-15 Corridor in San Diego, California. In the first phase of the project the reversible carpool lanes were opened to use by solo drivers for a monthly fee. To avoid congestion and slower speeds for the existing carpool users the total number of passes sold was restricted to a maximum of 900 users. Passes were sold on a first come first served basis. The project is testing the acceptance of different price levels by solo drivers and plans to go to a fully automated per trip pricing system which will be dynamically responsive to congestion levels.
