Evaluation of the impact of a High Occupancy Vehicle HOV lane and other infrastructure measures in the Madrid transport system.

Radial access from suburban areas in the Madrid region flowing into the centre suffer from recurrent cyclical congestion problems, one of the most affected areas is the N-VI. In 1995, the AADT reached a number of 150,000 vehicles. Owing to the unbalanced relationship between supply and demand mechanisms, along with the peculiar characteristics of this corridor, the current administration has tried to find new solutions including a combination of different aspects, the building of new infrastructures, the improvement of the public transport services, and new demand management measures (TDM). Among these steps, to highlight the implementation of a HOV/BUS lane comprised of two 12.3 km lanes, supplemented by an additional ONLY BUS lane, that is connected to a transport intermodal to channel the flow of buses using the N-VI. Failing the existence of some infrastructure improvements in the road network, this system coupled with the new commuter circle line constitute a final non-negotiable offer. In view of this important constraint, the HOV lanes play a foremost part as for supply in the corridor, on account of its being a key aspect in the achievement of a levelled relationship between supply and demand. The main objective in this paper is to highlight the project impact on the transport system in the area looking into its different characteristics, both at the local and the global level, for its later study.
