Samenvatting

This chapter first presents a brief description of the Oslo toll scheme and a summary of other factors that may have influenced travel behaviour at the time. A two wave panel study conducted in connection with with the opening of the Oslo toll scheme is then described. This provides the main data for the evaluation of the impact of the Oslo scheme on travel behaviour. The short term impact of the Oslo toll scheme on tour frequency, trip chaining and mode choice is discussed. Other impacts of the Oslo cordon toll are considered including trip scheduling and route and destination choice. It is concluded that the impact of the scheme is more significant at the level of mode choice for work travel while for discretionary travel the impact seems to be significant at the trip generation level.
