The goals of objectives of road education programmes can be defined on many levels, from very general to very specific. Evaluation can take place on each of these levels of specification. Many different criteria can be used to evaluate an educational programme. The effectiveness of a road safety education programme should be assessed in terms of the widest possible range of criteria.
