VicRoads, Metropolitan South East Region commissioned a study to evaluate the effectiveness of a "speed advisory trailer" device in reducing vehicle speeds in residential streets. The effectiveness of the speed advisory trailer was assessed by comparing speed characteristics "before", "during", and "after" the placement of the "speed advisory trailer". The "before" and "during" surveys found that the presence of the trailer has a significant impact in reducing traffic speeds for the approach direction (i.e. vehicles facing the trailer display). A comparison of "after" surveys to the "before" surveys show only a minimal reduction in the average speed characteristics for the approach direction. The accuracy of the "speed advisory trailer" data was assessed by comparing the data retrieved from the device to the automatic traffic count data for the "during" period. The study suggests that the device is not effective as a data collection device, with significant disparity in data accuracy between sites and travel directions.
