This report contains the findings of a study that was performed to evaluate existing methods for rehabilitating portland cement concrete pavements with unbounded concrete overlays and to develop guidelines for their use. The report provides a description of the research and includes guidelines for the design and construction of unbound portland cement concrete overlays. (A)
