The city's evaluation scheme considered capital and maintenance costs as well as accident and user benefits. It understated social costs, not only by ignoring externalities imposed on the community during and after construction but also by valuing land acquisition at historic cost and by excluding the costs of associated works. Overstatement of benefits occurred through the misuse of traffic forecast assumptions and inadequate consideration of transport and planning alternatives.
